The Department of Telecommunications (DoT) has issued a directive mandating all telecom service providers (telcos) to implement inclusive digital Know Your Customer (KYC) processes, following a recent judgement by the Supreme Court. This move aims to ensure accessibility and inclusivity for all individuals, particularly those facing physical or other limitations, in availing telecom services.

The Supreme Court’s judgement emphasized the need for service providers to adopt methods that are universally accessible, ensuring that no citizen is excluded from accessing essential services due to a lack of accessible digital infrastructure or processes. In response to this, the DoT has instructed telcos to re-engineer their digital KYC procedures to be more inclusive.

The new mandate requires telcos to incorporate features that cater to individuals with disabilities and those who may have difficulty with standard digital processes. This could include options such as assisted digital KYC processes, where individuals can receive help in completing the verification, and interfaces designed for better accessibility.

The DoT’s directive underscores the government’s commitment to digital inclusion and ensuring that the benefits of a digitally empowered society are available to all. Telecom services are increasingly vital for communication, education, and access to various online services, making it imperative that the KYC process does not become a barrier for any segment of the population.

Telcos will now be required to submit their plans for implementing these inclusive digital KYC processes to the DoT within a stipulated timeframe. The DoT will then review these plans to ensure they align with the spirit of the Supreme Court’s judgement and the goal of universal accessibility.

This move is expected to significantly benefit individuals who previously faced challenges in completing digital KYC for mobile connections and other telecom services, promoting a more equitable and inclusive digital ecosystem in India.
